Senate committee advances Sheehy’s bill blocking U.S. funds from reaching terrorists

Senator Tim Sheehy has announced that the Senate Foreign Relations Committee has approved the No Tax Dollars for Terrorists Act. The legislation aims to prevent U.S. taxpayer money from reaching terrorist groups, specifically targeting the Taliban.

“There is no justification for a dime of U.S. taxpayer money finding its way into the hands of terrorists who openly call for ‘death to America.’ I’m glad to see the Foreign Relations Committee advance the commonsense No Tax Dollars for Terrorists Act and will keep fighting to get it over the finish line,” Sheehy said in a statement.

The bill was introduced in January 2025 by Senators Sheehy, Bill Hagerty (R-Tenn.), Tommy Tuberville (R-Ala.), and Steve Daines (R-Mont.). Its provisions clarify that U.S. policy opposes any financial or material support to the Taliban by foreign governments and non-governmental organizations. The act also requires the State Department to create and execute a strategy aimed at discouraging other countries from providing support to the Taliban.

A report from SIGAR in 2025 found that since the Taliban regained control of Afghanistan in 2021, $10.72 billion has been sent to Afghanistan, with $3.83 billion coming directly from U.S. taxpayers. Estimates suggest up to 70 percent of this funding may have ended up under Taliban control. Although direct aid from the Department of State was stopped in 2025, funds continue to flow through foreign governments and NGOs that receive American taxpayer dollars.
