The 2023 Regular Session of the Montana Legislature commenced on January 2 and concluded on May 2. Throughout the session, Ronda Wiggers, NFIB Montana State Director, provided weekly updates focusing on small-business issues.
On May 6, an end-of-session report was filed by the NFIB concerning legislative activities in Montana. Earlier reports included updates such as the Capitol being consumed by state budget negotiations on April 22 and a product liability bill passing the House on April 14. On April 7, there was news of extended deadlines for bills.
Significant legislative actions were reported throughout March. On March 31, NFIB members supported top bills targeting the elimination of the State Fund. Prior to that, legislators were working to meet an April 3 deadline for money-related bills. Lawmakers returned from a transmittal break on March 17.
Earlier in March, Governor's tax proposals passed and awaited his signature as of March 3. Business equipment tax relief was one vote away from reaching the governor’s desk by February 24. An independent contractor bill backed by NFIB successfully passed through the Senate on February 17.
In February, a proposal to raise the state's minimum wage rate was shelved as of February 10. Comprehensive tax package legislation passed in the House on February 3.
In January, several significant developments occurred: a bill protecting retailers from lawsuits related to defective goods sales was set for hearing as of January 27; an increase in business equipment tax exemption passed a key committee by January 20; UI theft and penalties legislation cleared the House by January 13; NFIB prepared to oppose a minimum wage bill starting January 6; and Small Business Day took place in Helena on January 18.
